For the mask:

Thick paper mask.

Pencil and scissor to cut the mask.

Aqua colors in green, yellow, black and white to paint it and give some details.

Thin elastic band to create the mouth effect.

Hot silicone to glue them into the mask.

A black marker to paint them.

For the face:

 Kaki green cream color 12 flash palette Make Up For Ever.
